Beijing planning
high-end financial hub in Chaoyang
Beijing's wealthiest area
will try to attract high-end investors to its central
business district in a bid to transform it into an
international financial hub supporting a range of
professional services.
Chaoyang district chief
Chen Gang said that in the past, the district had
tried to absorb investment regardless of how it fitted
into an overall development plan.
"Now we are more
selective. We will welcome only those investments
which suit our long-term development goals," Mr
Chen said.
Chaoyang's central business
district is a 4 sq km area in central Beijing east of
Tiananmen Square, home to multinational companies and
expensive residences.
The government also wanted
to cultivate a modern business service sector in the
district, Mr Chen said. He said that while the service
sector in the city had developed, the high-end part of
the industry, including large global firms, had not
materialised. "We are now building this
part," he said.
Mr Chen said Hong Kong and
Beijing could form partnerships to capitalise on their
advantages.
"Beijing can provide
opportunities for Hong Kong ... It can bolster Hong
Kong's trade with the mainland's northern
region," he said.
"[Opportunities] in
the tourism and exhibition industry triggered by the
Beijing Olympics could also benefit Hong Kong."
However, there are some
doubts about the logic of establishing a financial
sector in Chaoyang when Beijing already has its
Finance Street in the Xicheng district, and Shanghai
boasts its own financial services. Xu Yiguo , of the
China Academy of Social Sciences' Institute of Banking
and Finance, said the central government regarded
Beijing as the mainland's political centre.
"But by not saying
`no' to discussing Beijing's place as an international
finance centre, [the central government] is saying
`yes'," Mr Xu said.
There is also support for
the plan among mainland academics. Senior researcher
Wang Li , project director of the China Post-Doctoral
Tehua Research Team, said Beijing had the foundation
to become an international finance hub. "Both
Beijing and Shanghai's finance industries account for
15 per cent of their city's overall gross domestic
product, and this is on a par with developed
countries," Mr Wang said. "Why not develop
the two cities under the rules of a market
economy?"
That idea was supported by
Niu Fengrui , director of the China Academy of Social
Sciences' city development and environment research
centre.
"Beijing and Shanghai
can serve different functions as international finance
centres," Mr Niu said. "Beijing is the
decision-making capital and the point of information
release, and Shanghai is home to the finance markets
for sectors such as securities, futures and gold. The
cities are not in vicious competition."
More than two-thirds of the
Fortune 500 companies in Beijing are based in Chaoyang.
There are also more than 150 international banks,
insurance and securities companies, and more than 200
professional agencies such as law firms and consulting
companies. -
